Good news! I figured out that it was the new O-RING not allowing the new starter to go in as it should. Swapped it with the old o-ring...

The old starter slipped right in with a mild push....snug fit as it should be. I don't know if I have the right replacement so will do...

Thinking I will try to put the old starter back in and see if it fights me. If not.....it indicates there's something on the new starter...

The 1.5 dimension fits down snug between the fork tube and the little rising "lip" of the handlebar. Stock cut to a 2.5" length matches...
