Are the bulbs good? And is there power at their connections?

12V power comes to the right switch pod on a brown/blue wire whenever ignition key switch is on, and goes to the dip switch on the left bar on a blue/white wire, then forks to solid blue and solid white to the hi or low relays. If you have 12v on the blue/white at the left switch block then there is no issue at the start button. I'd check the relays next and make sure they are switching. There should be 12v on the black/red line to the relay at all times, if not that is likely to be fuse F.

It was a bulb problem. What a pain to release and re install that spring . Dang it was hard to release. Parts store H4 worked but weather i needed to or not i snipped off the extra tabs. Thank you for trying to help.

You almost certainly did need to snip the bottom two tabs on the bulb. Honda supplied 45/45W headlights (IIRC) which really don't exist in the real world; these have a slightly different tab pattern to the common 55/60W H4 bulbs that you probably found.
