Your brake lights are powered through fuse E, along the W/G wire to each switch, back through G/Y wire, passes through a single 3P plug (I presume in the tail somewhere) and then goes to the bulbs, and back along the G ground wire. If you get 12V at the W/G wire at say the front brake switch (to earth) then you can rule out power supply. If you jumper around the switch, you can eliminate the switch.

Update: It's taken a long time to get here, and I appreciate everyone helping me figure things out. Aside from exhaust needing to be swappped out with my "new-to-me" (gently used) Kerker exhaust, I'm calling this bike finished. It starts, idles, and drives great! This bike is a ton of fun, and I cannot complain about anything. Thanks again to everyone who has assisted with answering my questions along the rebuild process. It's hard to believe I bought this bike from the City of Ft Worth (auction) for $300 from what I can only assume was a bad wreck. Fast forward about 10 months-ish, and it's back on the road in style.
