Recently purchased a '83 VF, replaced the fork seals, new tyres and replace blown neutral light. I am not familiar with VF's , so can anyone tell me what this sticker means, its on the head stem .
P.S. I hope the photo is attached

I'd guess that is a Countries import tag. Say from China, Singapore, etc. That sticker did not come on any North American bikes. Does NOT look like a Factory Decal. Ask a person who reads Japanese if they can tell what it says.

Was your bike an imported Japanese domestic market bike? That looks like something that has been attached during the bike's life in Japan, e.g. following inspection by a mechanic or similar. Don't think that is a typical label that Honda themselves would attach. Under Japanese domestic laws, all vehicles undergo a major mechanical inspection (I think after 5 years but I'm not 100% on that) called a Shaken; they attached similar looking stickers to the frame if they pass.
