I'm thinking that it's a custom bike because the swingarm looks stretched.

Haha totally different bike. That is much more believable.

 

These are all pictures of the Honda CBR250RR Concept, however someone has photoshopped a different exhaust and swingarm onto that bike.

The MCN pictures are just a kit-bash too. The first actual pics will be spy shots from when the bike gets wrung out at a race track somewhere.

The original 250rr was a 4 cylinder with a 20,000 rpm rev limit. This new rr is basically just playing catch up to the two cylinder ninja 250.
