Or is it a luggage rack? I just bought a 2003 VFR and it came with a box of parts (center stand, passenger pegs, etc.). This piece (pictured below) was in there and he didn't know what it was. I couldn't figure it out either. Then his 5 year-old son walked over to the bike, held it up to the rear fairing, and said "I think it goes here." Leave it to the 5 year old...of course it lined up perfectly. Go figure.

So, any ideas what rack this is? Is that what it is?

Looks like the KanadianKen Solo rack. He's a member over at VFRDiscussion who makes them. It's a very popular rack mount. It's called a solo rack because it sits over the passenger seat using the grab handles as the mounting point.

Related note (and dumb question perhaps, as I have never owned any luggage) but what type of top-cases would this work for? Would I need another adapter plate?

If memory serves me right, the rack can accommodate the most common top case adapter plates, and can be drilled to match the mounting holes of the adapter if necessary. But if you really want more info, maybe go over to VFRDiscussion and send KanadianKen a PM, he'll be able to tell you all about it.
