I need to know what the steps are to change a stock air filter on a1999 VFR, I do not have a manual and I don't want to make a silly error. Thanks in advance for your help.

Look for a service manual here:

    http://www.vfrdiscussion.com/forum/index.php/files/
It is probably the same as the 6th gen in which case you remove seat, remove two bolts from forward end of fule tank and lift and brace tank up. Then6 or sophillips screws holding the breather cover on and whalla, there's the air filter ready to be just pulled off.

Or take a few seconds to google it or search it on Youtube. It is so simple that you will be embarrased once you learn.

BTW. You are likely to drop those pesky little phillips screws that end up in the bowels of your engine compartment. A magnitized screw driver is your friend.

Is it a flat washer or a flanged sleeve? The 6th gen has a flanged sleeve where the take bolts go through. You may be searching for the wrong looking item. If you find any money down there, it is mine.

    Don't feel bad BTDT.
That washer is stock and it is now living somewhere in the bowels of your VFR, never to be seen again! They aren't expensive.

My only concern is that the washer might vibrate and wear on a aluminum part like a radiator

It's unlikely that it will cause a problem but when you have the tank pulled back you could always poke about with a magnet to see if you can pick it up from whatever crevice it has found its way into. I doubt that it is sitting on the rads because they are off to the side of the bike and this would have fallen down just above the front heads. Perhaps it is under the throttle bodies in between the front and rear cylinders.
