Starter valve adjustment

No mechanics here by any means, but have heard quite a few times here when people post that there steads stall when pullin in the clutch and stopping at a light or stop sign and it stalls, and the responce is adjust the starter valve.
Can someone explain its purpose (starter, Duh) and how its done ? Thanks in advance, and remember no questions are stupid here RIGHT ?

Other possible causes are idle adjustment set too low and/or a dragging clutch.

 

After mine stalled twice I just bumped the idle up with no problems since. So what are the symptoms of being out of sync? Stalling ? thats it ?

 

bad synch=poor idle, uneven idle, jerking at small throttle openings. If you can lower idle adjustment for testing as low as 600-700 rpms and idle is even and consistent, no adjustment needed.
