I am a new VFR owner (2003). When I got it home I noticed the end bar weight spinning, and not knowing if that was normal, I tightened the screw holding it on, thinking it was loose or something. This cause my throttle to stick. So I loosened it back. Can someone tell me what the correct way to tighten those screws on the end bar weights is so its just the right amount?

Its probably been pushed in a bit. You will be able to tell because ther the weight spins. You can Can remove the weight and reinsert the screw. Grip it with vice grips and pull it out a bit. Then reinstall the weight.
You should find the weight to shaped so it mates with internal bar weight. Insert turn till you feel it mate up then replace the screw.
If this is is the case, then more than likely the weight is no longer aligned with the notches in the bar so you may have issues witht the screw staying tight. If so, not a big deal. Just put a tiny, tiny bit of thread lock about mid thread. Screw in.. Done.

    Good luck

Can you check with the previous owner to find out if you have a throttle control called a "Throttlemeister" installed. Turning the bar end weight clockwise will "lock" the throttle on.

A possibility.....but my original post is wrong. I think counter-clockwise locks the throttle and clockwise unlocks the throttle with the Throttlemeister.

No throttlemeister installed. I got my bike back today from Honda (was in for a check out and to check the cooling system), and the tech there said it was because my grips are not stock, and they should have been "cut" shorter as the rubber grip was catching the bar end. Whatever the case is, it doesn't seem to be doing it anymore since I have been using it. The tech recommended switching back to stock grips.
