The entire front end (not the tire) of my bike has about an inch of freeplay and the whole piece with the headlights, instrument panel and windscreen wobbles up and down. How can I tighten this up?

You need to determine if this is the steering column or the cage that holds the instrument panel. If you put the bike on the centerstand, grab the forks at the bottom, can move them back and forth? Is there any play? If not, then you might want to pull the upper cowl to see if something has loosened up in there.

I'd look at the front fairing stay and where it bolts to the frame before anything; if the entire cowl and dash assembly is moving around, that sounds like the most simple explanation.

Cool. You've got to like it when it is something easy like that.
