The 700cc model did not have "700" decals on it. Only the 750cc version had "750" decals.

Basically the seller sold you a 700VFR, but claimed it was the 750VFR.

It is sorta common mistake, becuase the reason for Honda selling 2 versions of VFR's in 1986 is not a well understood fact.
As someone posted above, it had to do with import tariff restrictions during that timeframe. The 750cc version cost $800 extra above the base price of the 700cc.

Yeah, I got it all figured out. It didn't help that I took the fairings off immediately. I'm not too upset, the 700 is still pretty sweet. Still doesn't feel like 700 cc's though...

I see you are in Colorado. Thats high altitude. Unless your bike was tuned for that location by the selling dealer you may have improper carb calibrations. Check under the seat for a Vehicle Emission Control Information Update Label decal. Delivering dealers in high altitude locations had to change carb settings before delivery.

All that was really needed was to turn the pilot screws 1/2 turn clockwise.

Yeah, i saw that in the manual. I'll see if there's a sticker, but i'll probably clean the carbs then use the exhaust gas analyzer at work to see if they need rejetting.
