2002 VFR Power commander 3 map??

I think that's pretty close to what happens.
Keep in mind that you are changing the air/fuel ratio when you use the Power Commander. That's the intent, but if you don't know what you are doing, there's always the chance you could mess things up.

I have no idea if the information it gives is correct, but he makes it sound like he knows what he is doing.
Note that there is a certain procedure to follow to return control to the original map.
Doesn't appear to be difficult to do at all.
