The rollers in the one way starter gear/clutch are sticking. It happens at times. Could be oil varnish/dirt, worn springs/caps, rollers scored or worst case broken housing/gear.

Put the bike in 2nd gear and bump it to get the motor and starter gear to move back and forth. That sometimes will unstick a roller or what ever.

Otherwise take off the right side cover and remove the starter clutch and inspect for wear or gubbers if it continues to happen.

Starters from the '90-'97 VFR's are bolt in replacements if you need a new one.
