After taking a closer look at the 7th gen tail, you notice that there's a plastic extension on the license plate light that just doesn't really fit in. You may also notice a bunch of hodge podge metal brackets that hold the license plate and reflectors. The reflectors just happen to lift your plate off of the plastic about the same length of the funny plastic extender.

It's not too difficult, but if you start taking everything apart you find that reflectors and plastic extender appear to be one of those things that was put there just to satisfy some silly DOT regulation. You can safely remove everything, the light becomes instantly more stable and everything cleans up really well.

Here's the results... If people are interested in a HOWTO, I could probably whip one together pretty quickly.

Here is what I did. Removed the plastic extension and the license plate bracket. Fabricated my own bracket and used a carbon fiber license plate frame. No cutting and all is totally reversible.

I agree. The light is loose from the factory and when you look at it closely, it's easy to remove and reassemble as Honda had probably intended. I have seen 4 bikes and the license plate light is loose on all of them.

went to Home Depot and bought a section of 3/4" x 1/8" aluminum strap.
cut a section about 6 3/4", drilled 4 holes (2 into Honda) and looks tidy without
    the fender extension.

That is similar to what I used. I found a copper strap used to hang pipes from floor joists. The copper strap is predrilled and easy to work with. 2 bolts through the strap and into the bracket and 2 bolts through the plate and copper strap.
