    Yes. I have removed/replaced many sprockets and have never had one so stubborn.

    I would try tapping that sprocket inwards first, then work it outwards. A big socket would fit over the shaft and seat flat on the sprocket so you can put a hammer on it. Sometimes it takes some mechanical shock in the other direction to get it to move. I do that a lot with old fasteners on things like car exhaust. Give them a quarter turn in the tightening direction before you start to loosen. I find I get less broken bolts that way.
