Does OEM side luggage racks fit without rear fender on 6th gen?

The rear fender has been removed on my '06 and it didn't come with the bike when I bought it. Can the OEM side case racks be fitted securely without it? It's hard for me to tell from the instructions. Thanks in advance,

you need the steel peice that goes behing the plasic fender to mount.

I used mine all last year without the fender or bracket and they were still very solid. I loaded them pretty heavy a few times and never had any problems.

 

Thanks for the input - I was hoping to hear something like that. I pick up the bags I bought tomorrow!
