    looks like chain lube , normal buildup over time & miles.

    Use a flexible putty knife to scrape off bulk of goop, then spray with Simple Green and rinse, use old paint brush if you have one.

    always the front sprocket area is the filfiyest part of any bike....if you lube the chain.
