Noob questions on 91?

    #1 So just got my service manual and found out how to adjust preload on the rear shock and found out that the PO had it all the way up (HARD) so i brought it back down to medium and damn it feels so much better, question is would that have put extra wear on the rear shock being all the way up the whole time he had it?
    VERY DUMB QUESTION--->#2 I couldn't find this in my owners manual. When checking oil should the oil be between the two lines or at the top of the second line? as of right now the oil is about 1/8" above the top line?
    #3 After looking around a little bit I found out that my bike IS a california model but does not have any of the emissions stuff on it, no canister or air valves or whatever. If the bike is running great like it is right now should i just not worry about it and consider it a non california model?
    #4 Finally the PO has two wires coming off each battery terminal and bolted into the rear plastic under tail?? Anyone have any idea why he would do this? pics below. I am going to take them off because i don't need it to short somehow. PICS BELOW.

    If that shock is OE it's probably toast.
