The factory bags mounts attached to a bracket which is located under the license plate light. Without reworking the bag mount frames a mount is required. The issue of not using the license plate location mount is that the kit is designed for load distribution, the stock rear plate which is under the fender is replaced by a smaller rear plate due to the extra support via the bag mounts.

I imagine of the fender eliminator is strong enough, the bag mount could be attached and used.

Sorry for not "actually" answering your question.

Picking up on this old thread...It looks like the stock licence plate mount is sturdier than the Fender Eliminator (plastic...) so it can safely support the mounting brackets. I have PL166 mounting hardware for Givi hard bags and I'm wondering how to proceed. Any help is appreciated. BTW I'm real happy to be among you, thanks for all the great posts and information, this is an invaluable resource! Thanks for having me.
