    I've recently bought a stock 07 with 26,000kms

I noticed today when in neutral and attempting to hold around 2.5K rpms it would hold for about 1 second then go lower or higher. It would not be stable.

I was simply trying to heat it up fast without riding it as I was doing some fluids.

I haven't ridden the bike due to shoulder surgery and I'm concerned it may have the surging issue when holding enough throttle to maintain a given speed. Perhaps I need Oxygen sensor eliminators by installing 330 ohm resisters across the leads to the OEM sensors.

    The pair is still connected.

The PAIR is just a passive entry of fresh air into the exhaust ports post-combustion, should have no effect on performance.
You're talking surge while sitting, could be completely a different thing while riding and under load..... is it a problem on the road in reality?

I've read that the air can cause the 02 sensor to pick it up and mess with the fuelling

After repeating warm up and when up to temp, it was much more stable.
Not perfect, but much better than during warming up period.

It's doing what it was designed to do, provide one of the parameters for the ECU to make a small adjustment to fueling if necessary. Should work better fully warmed up and under the normal loads of riding (ie., not on the centerstand).
