Same problem, have tried downloading it twice no luck.

 

some of the files are large and take a while to initialize. make sure you are RIGHT-CLICKING on the link and choosing "Save Target As"

Actually looking for an '86 vfr manual, but I was just going to look at the '85 to see how close it was, no biggie thanks tho.
