one headlight

Hi All
I'm sorry for posting this before saying hi I'm new,
I'm in Australia and have a 95 4th gen only the right headlight works on lowbeam both on high, I thought it was fine because my 07 Suzuki Burgman 400 does the same and is supposed to.
Problem is I've been told my VFR isn't. Can. Someone please tell me should both be on for lowbeam. ?

Both bulbs are the same. Replace the one not working on low.
