    Disconnecting and plugging the vacuum line is the usual way to deactivate the flapper valve. Many folks like to do this modification. I'm not a fan myself though.

    If you do a search on this the other VFR forum site you can find hours of reading on the flapper valve mod. The service manual has a very complete description of the valve function.
    Most folks feel the flapper system restricts air flow and is there to just meet emissions testing. i've done this mod on other bikes and have been satisfied with the change. Not so with the VFR. For me i felt disabling the valve caused an off-idle engine stumble. Reconnecting the valve seemed to make it better. Again, every bike may be different - your results may vary. But it's easy to play with and do which ever seems to work for your bike.
