Honda factory luggage saddle bags: rear mount bracing?

Just picked up my 2002 with the Honda hard saddle bags and in the rear where the license plate area is, it looks like the bag mounts have extensions and threaded holes where some sort of bracing is supposed to bolt on; only on mine there is no bracing. The two sides of the bags' metal mounts don't meet up. What bracing is supposed to be there?
