Checked my fuse box for the first time and found that the fan fuse was missing.

Is there any possible reason for the PO to have done this?

There was a spare in the spare slot so it was not for lack of a fuse.

one reason i could think of is he was about to put his hand in the moving blades and figured pulling the fuse 1st was good idea. or it could be smoked and blowing fuses and he gave up replacing them?

 that was my first thought.

I guess I will have to test it and make sure it works like it should.

At least he didn't 'roll up' a stick of chewing gum tinfoil in place of the fuse. Several years ago I worked on a GL1100 that literally smoked the wire harness and found the PO had pulled that antic.
